Who Can Sit the IIQE? The Official Answer Is "Any Person"

This question gets asked constantly, and almost every answer online is a paraphrase with no source.

The official documents are unambiguous. This page states only what they say, cites each point, and says so plainly where they are silent.

The one-line answer

"Any person may enrol for the examination; no qualification is required." — Insurance Intermediaries Qualifying Examination (Paper-and-Pencil and Computer-based Modes) Handbook, clause 3.2.1

You do not need to join an insurance company first, hold a licence first, or hold any particular academic or professional qualification.

The online enrolment system's declaration page corroborates this — the four things it asks you to have ready are:

Not one of those relates to an employer or a licence, and a passport is accepted.

There is corroboration from a second official document as well. Item 2 of the remotely invigilated mode FAQ states:

"The remotely invigilated mode is available only to candidates who are not currently individual licensees but intend to apply to the Insurance Authority for an insurance intermediary licence."

That mode, in other words, exists precisely for people who are not yet licensed.

Enrolment points worth knowing before you start

The last two together are a real trap: an error in your identity details costs you both the fee and the seat.

Eligibility is taken from clause 3.2.1 of the Insurance Intermediaries Qualifying Examination (Paper-and-Pencil and Computer-based Modes) Handbook; the examination body and enrolment rules from clauses 1.2 and 4.2–4.5; applicable from 1 September 2025.
